Error 'pg_config executable not found' even after Cloning Working Environment in Elastic Beanstalk

I am trying to create another identical environment for staging in Elastic Beanstalk.

I currently have a working environment. I cloned this environment but the clone opens a page with "Index of".

When I look at the logs I get 'pg_config executable not found'.

I have this in .ebextensions in a file:

packages: yum: git: [] postgresql93-devel: []
