cant log into mongod on aws with mongo on an external server

executing mongo on an external box accessing mongod running on an aws ec2 linux instance i get the error connection failed at src/mongo/shell/mongo.js:140

I've tried various security group setting including opening the server to the world and can't get in. can't even telnet in when the instance is open to the world.
