Can't access apache by public IP in AWS

I installed an apache website in Amazon AWS instance running Windows Server. The instance is associated with a public IP. Now, the web can be accessed by http://localhost/ and http://(private IP)/ But when I tried to access the site with the public IP, it didn't work. Any help will be appreciated. Thanks,
