How can I do a test publish of a file to an AWS S3 bucket?

I am trying to use a gulp tool called gulp-awspublish. I believe my code was working before but now it is giving me a message:

Error: HTTP 403 Response returned from S3

Are there other ways that I could test out publishing? Perhaps my problem is with security on the bucket so I would like to have a simple command line way to check things out first.
