AWS Elastic Beanstalk deployment fail

I am running up AWS Elastic Beanstalk. eb-activity_log shows a fail:

[2015-10-13T11:25:13.267Z] INFO  [1688]  - [Application deployment/StartupStage0/AppDeployPreHook] : Starting activity...
[2015-10-13T11:25:13.268Z] INFO  [1688]  - [Application deployment/StartupStage0/AppDeployPreHook/01_unzip.sh] : Starting activity...
[2015-10-13T11:25:15.041Z] INFO  [1688]  - [Application deployment/StartupStage0/AppDeployPreHook/01_unzip.sh] : Activity execution failed, because: ++ /opt/elasticbeanstalk/bin/get-config container -k app_user
  + EB_APP_USER=webapp
  ++ /opt/elasticbeanstalk/bin/get-config container -k app_staging_dir
  + EB_APP_STAGING_DIR=/var/app/ondeck
  ++ /opt/elasticbeanstalk/bin/get-config container -k source_bundle
  + EB_SOURCE_BUNDLE=/opt/elasticbeanstalk/deploy/appsource/source_bundle
  + rm -rf /var/app/ondeck
  + /usr/bin/unzip -d /var/app/ondeck /opt/elasticbeanstalk/deploy/appsource/source_bundle

This looks like it is failing to find the EC2 instance that it created earlier in the deploy. The EC2 instance is running fine. EBS just doesn't find it. Any ideas ? Before I fall back to a non elastic EC2 install for now ?
