Machine Learning - getting started

I am interested in Machine Learning recently. I have heard of commercial softwares like - Amazon ML and Azure ML. I have custom dataset available as CSV file or Excel files, on which I have some predictions to make.

1. Which of the two is better in commercial versions ?
2. Are there any open source softwares for ML ? If so, which will be better ?
3. How to use my dataset in predictions?
