Amazon RDS free usage tier

I am new to Amazon AWS. I saw this option of using Amazon RDS free instance. I thought of using this for my personal learning purpose and use Oracle database.

When I was setting up the RDS for personal use, I saw the option called, Bring your own license. I don't know what it is. Could somebody help

Oracle database can be freely downloaded by developers for personal use and the license is available at the oracle site. Would this be sufficient for the Amazon RDS free instance.
