Amazon AWS EB create failing with reason "this account is currently blocked"?

I have a new Amazon AWS account. I created a new IAM user for myself, added to a group called Admin with the admin policy applied. Created an Instance Profile with the admin policy applied.

I am using the command line tool eb to push my Node.js application within the Singapore region.

I get the following message when the environment tries to initialize:

Creating Auto Scaling group named: awseb-e-[private]-stack-AWSEBAutoScalingGroup-[private] failed Reason: This account is currently blocked and not recognized as a valid account. Please contact aws-verification@amazon.com if you have questions. Launching EC2 instance failed.

Stack named 'awseb-e-[private]-stack' aborted operation. Current state: 'CREATE_FAILED' Reason: The following resource(s) failed to create: [AWSEBAutoScalingGroup].

Please note that I have hidden the actual IDs and replaced it with [private]. Why is this happening? Why can't I provision the environment?
