Creating MYSql Config file under ordinary user in linux without editing root "/etc/my.cnf" folder files

how to create a config file in linux under ordinary user for MYSql daemon which works without interrupting root /etc folder if it is possible please specify the steps (i'm working on putty for making MYSql server on aws as a ordinary user name as ayush and also how to start and stop the MYSql daemon
