Give write permission to a subfolder of 'wwwroot' folder of amazon remote windows desktop

I have created a subfolder named 'public' of 'wwwroot' folder. I want's to write a text file to this through the url they provide (http://ift.tt/1ESCpDF) . But found that 'wwwroot' folder doesn't have write permission . How to provide it ?
